History
The development of the National Yang Ming Chiao Tung University Center for Occupational Safety and Health can be traced back to the long-standing efforts of National Yang-Ming University and National Chiao Tung University in environmental protection and safety and health. In response to evolving regulatory requirements, institutional development, and changes in the teaching and research environment, both universities gradually established dedicated management mechanisms and expanded their professional functions in occupational safety and health and related fields.
Before the Merger: National Yang-Ming University
In 1993, in response to the extension of the Labor Safety and Health Act to laboratory facilities at academic research institutions, National Yang-Ming University gradually strengthened safety and health management in its laboratory facilities. Safety and health management was integrated with the management of laboratory chemical liquid waste, which the University's environmental protection group had previously handled.
In June 2000, the Environmental Safety Section was established under the Office of General Affairs to oversee environmental protection, safety, and health affairs in campus laboratory facilities. In response to institutional development and increasing professional management needs, the Section subsequently incorporated radiation protection in 2006, controlled drugs management in 2007, and biosafety in 2009, continuously expanding its functions in environmental protection and safety and health management.
In August 2008, in recognition of the growing importance of environmental protection and safety and health, as well as the expanding scope of its responsibilities, the Environmental Safety Section was upgraded to the Center for Environmental Protection & Safety & Health. The Center was responsible for planning and supervising the implementation of environmental protection and safety and health measures across the University.
Before the Merger: National Chiao Tung University
In 1993, following the extension of the Labor Safety and Health Act to university laboratories, testing rooms, workshops, pilot plants, and research laboratories, National Chiao Tung University began implementing campus environmental protection and laboratory safety and health management in accordance with relevant regulations.
In the early stages, these responsibilities were handled by the Office of General Affairs. As government regulations and enforcement became increasingly stringent and the University's teaching and research activities continued to expand, the need for environmental protection, safety and health management, and hazard control in laboratory facilities increased significantly.
On March 18, 1998, the University Council approved the Measures for the Establishment of the Environmental Safety Center. The Environmental Safety Center was subsequently established to plan, supervise, and coordinate the implementation of environmental protection and safety and health management across the University.
National Yang Ming Chiao Tung University
On February 1, 2021, National Yang-Ming University and National Chiao Tung University merged to form National Yang Ming Chiao Tung University (NYCU). The Center for Environmental Protection & Safety & Health was established as a Level-I administrative unit to coordinate the planning and supervision of environmental protection and safety and health affairs across the University. The Center also integrated the existing functions of both universities in environmental protection, occupational safety and health, chemical safety, biosafety, and radiation protection.
As the University continued to develop and regulatory requirements evolved, the Center further strengthened its occupational safety and health management mechanisms and promoted professional functions in laboratory safety, chemical safety, biosafety, radiation protection, occupational health, and related fields. These efforts have progressively advanced the integration and professionalization of safety and health management across the University.
Renamed as the Center for Occupational Safety and Health
To align the Center's name with its actual responsibilities and to comply with the requirements of the Occupational Safety and Health Act and related regulations concerning a Level-I occupational safety and health management unit, the University reviewed the organizational structure and responsibilities of the Center for Environmental Protection & Safety & Health.
Considering that environmental protection activities such as campus cleaning, energy conservation, and pollution control are primarily coordinated by other administrative units, while the Center's core responsibilities focus on occupational safety, occupational health, laboratory safety, and related professional safety management, the University proceeded with organizational restructuring and renamed the Center.
Effective August 1, 2026, the Center for Environmental Protection & Safety & Health was officially renamed the Center for Occupational Safety and Health, while retaining its status as a Level-I administrative unit. The Occupational Safety and Health Committee was also established to deliberate, coordinate, and oversee University-wide occupational safety and health matters.
The Center's organizational structure was adjusted accordingly to streamline its operations, integrate related functions, and enhance administrative efficiency. The Center will continue to strengthen University-wide occupational safety and health management and promote a safe and healthy environment for teaching, research, and work.
