NYCU Brings AI and Autonomous Vehicle Research to Penghu to Advance Smart Island Governance

Artificial intelligence is rapidly reshaping how governments deliver public services. As local administrations accelerate digital transformation, National Yang Ming Chiao Tung University (NYCU) is expanding its research partnerships beyond campus to help address real-world challenges.

On July 3–4, an NYCU delegation visited Penghu County, where the university met with the Penghu County Government and signed a memorandum of understanding with National Penghu University of Science and Technology (NPU). The partnership will focus on AI governance, autonomous systems, smart healthcare, marine technology, and interdisciplinary talent development, combining academic expertise with regional needs to accelerate the adoption of smart technologies across Taiwan’s offshore islands.

AI and Autonomous Systems for Island Resilience

Penghu Deputy Magistrate Chieh-Hsing Lin said that ferry services between the islands are frequently disrupted by adverse weather, creating challenges for transporting supplies and providing timely medical services.

To strengthen island resilience, the county plans to explore using autonomous surface vessels and drones to transport medical specimens, emergency supplies, and other essential goods between islands. The initiative aims to improve logistics efficiency while reducing operational costs. At the same time, in line with the Executive Yuan’s policy to integrate AI into public administration, Penghu is actively introducing AI technologies to improve government efficiency and support smarter public governance.

NYCU President Chi-Hung Lin said the university is developing a series of Agentic AI training programs tailored to the needs of local governments. Courses will be delivered either through online instruction or on-site in Penghu to help public-sector employees strengthen their practical AI capabilities.



Lin added that NYCU will integrate its interdisciplinary strengths in artificial intelligence, intelligent computing, robotics, autonomous systems, and smart healthcare to jointly develop applications in autonomous transportation, marine technology, and digital healthcare, enabling university research to address the needs of offshore communities directly.

Building Long-Term Partnerships for Smart Island Innovation

In addition to meeting with the Penghu County Government, NYCU signed an MOU with National Penghu University of Science and Technology to establish a long-term collaboration framework.

The partnership will combine Penghu’s unique marine testing environment with NYCU’s research expertise to advance autonomous vehicle testing and validation, smart healthcare, marine technology, and interdisciplinary talent development.

During the visit, researchers from both universities shared their latest work in autonomous systems, AI-powered computer vision, and smart healthcare. The delegation also surveyed a potential autonomous vehicle testing site in Siyu Township, laying the groundwork for future joint research and field validation.

Looking ahead, NYCU will continue working with local governments and regional partners to translate interdisciplinary research into practical solutions. By leveraging local environments as real-world testing grounds, the university aims to accelerate the deployment of AI governance, smart healthcare, and other emerging technologies that strengthen public services and support sustainable regional development.

面對人工智慧快速發展與地方治理數位轉型需求,國立陽明交通大學積極將科研能量延伸至地方應用。7月3日至4日,陽明交大前往澎湖,拜會澎湖縣政府,並與國立澎湖科技大學簽署合作備忘錄,聚焦AI治理、無人載具、智慧醫療及人才培育等領域,結合大學研究能量與地方需求,推動智慧科技在離島落地應用。

澎湖縣副縣長林皆興表示,澎湖交通船經常因天候因素停航,對離島物資運輸及緊急醫療帶來挑戰。未來希望運用無人船、無人機串聯離島間的物資、醫療檢體及篩檢物資運輸,降低人力與維運成本,提升離島醫療服務韌性。此外,配合行政院推動行政AI化政策,縣府也正積極導入人工智慧技術,提升行政效率,推動智慧治理。

林奇宏校長表示,陽明交大正規劃「AI助理(Agentic AI)」系列培訓課程,可依地方政府需求量身設計,透過遠距教學或安排教師赴澎授課,協助公部門提升AI應用能力。校方也將整合人工智慧、智慧運算、機器人、無人系統及智慧醫療等跨域研發成果,攜手發展無人載具、海洋科技及智慧醫療應用,讓研究成果回應離島發展需求。
 


除拜會澎湖縣政府外,陽明交大也與澎湖科技大學簽署合作備忘錄,建立長期合作機制。雙方將整合澎湖海域測試環境與陽明交大的研究能量,推動無人載具測試驗證、智慧醫療、海洋科技及跨域人才培育。交流期間,雙方分享無人載具、AI視覺辨識及智慧醫療等研究成果,並前往澎湖西嶼勘查無人載具測試場域,為後續合作奠定基礎。

未來,陽明交大將持續與地方深化合作,結合各地場域特色與校內跨域研發能量,逐步推動AI治理、智慧醫療等技術落地應用,為公共服務與科技發展開創更多可能。
