有關國家科學及技術委員會(國科會)補助國內研究生出席國際學術會議之校內注意事項 NYCU Guidelines for Subsidy for Domestic Graduate Students to Attend International Academic Conferences of NSTC
有關國家科學及技術委員會(以下簡稱國科會)補助國內研究生出席國際學術會議,有以下幾點校內申請相關注意事項:
一、申請資格:非在職專班博、碩士班在學研究生(以下簡稱研究生),得向本校研發處企劃二組(以下簡稱本組)提出申請。
二、申請程序:研究生應先登入國科會網站首頁「學術研發服務網(https://www.nstc.gov.tw/)」“線上製作下列文件並確認送至本組,再由本組就其資格與文件審核通過後,線上彙整傳送國科會。
(一)線上註冊或更新個人基本資料。
(二)線上填寫申請書、擬發表之論文摘要,且以首次發表之論文為限。
(三)論文被接受發表之證明文件。
(四)指導教授推薦函(需註明學生外語能力及署名處有教授親筆簽名)。
(五)其他有助於審查之文件(如論文全文)。
三、校內申請期限:在學研究生最遲應於會議首日所屬月份之前兩個月之末日23時59分前完成線上申請,逾期不受理申請;且為避免申請資料不全被退件,建請申請者提早送件,以預留資料退改時間(請詳見附件-校內申請時程表)。
四、審核原則及審查作業期間:
(一)研究生每年度內以補助一次為限;論文為合著者,每一篇論文以補助一位研究生發表為限。
(二)申請案收件後,由國科會相關學術處進行審查,自收件之次日起一個月內完成審查,據以函復本校審查結果;必要時,得延長審查作業期間。
五、獲補助案件之變更程序:
(一)獲補助案件非經本組報經國科會核准,不得任意變更。
(二)研究生應於國科會網站首頁「學術研發服務網」線上申請變更並繳交送出後,由本組審核通過相關資格與文件後,線上送出,經國科會同意變更始完成變更程序,除註銷申請外,各項變更內容皆應於會議舉辦前提出申請。
(三)獲補助案件報經國科會同意註銷者,同一研究生得向申請機構再提出申請於同年度內出席其他國際學術會議。

If you wish to apply for a National Science and Technology Council (NSTC) Subsidy to attend an international conference, please observe the following guidelines:
I. Eligibility: Graduate students enrolled in regular (excluding in-service programs) doctoral or master’s programs (hereinafter referred to as Graduate Students) may apply to the 2nd Division of Strategic Planning of the Office of Research and Development (hereinafter referred to as Division) for an NSTC grant to attend international conferences.
II. Application Process: Graduate Students shall log onto the Academic Research Service Portal through the official NSTC website (https://www.nstc.gov.tw/) to download and complete the following documents. Then, submit the completed documents to the Division. The Division will then submit your information to the NSTC after confirming your eligibility and documents.
(1) Register or update your personal information online.
(2) Complete the application form and submit your abstract online. The abstract must be from the paper that you will be presenting at the conference, and this must be the first time that the paper will be presented/published.
(3) Documents proving that the paper has been accepted for presentation/publication.
(4) A recommendation letter from your advisor (including a statement on the student’s foreign language proficiency and the advisor’s handwritten signature).
(5) Other related documents that can facilitate the reviewing process (e.g., the full text of the paper).
III. Application Deadline: Graduate students should complete their online application no later than 11:59 PM on the last day of the month two months before the first day of the month that the conference will be held. Late applications will not be accepted. Applicants are advised to submit their application as early as possible to prevent the application from being returned due to incomplete information and to allow for additional submissions (please refer to the attached NYCU Application Schedule).
IV. Review Guidelines and Period:
(1) Graduate Students are limited to one grant a year. If a paper has multiple co-authors, only one graduate student can receive the grant for its presentation.
(2) After receiving applications, related departments of the NSTC will complete their review within one month of receiving the documents and notify the NYCU of the results of the review. When necessary, the NSTC may extend the review period.
V. Process to change the application after approval:
(1) Approved cases cannot be changed unless otherwise submitted by the Division and approved by the NSTC.
(2) Graduate Students should apply for changes on the Academic Research Service Portal through the official NSTC website. After the Division approves the relevant qualifications and documents, the new application will be submitted online. Changes will only be official after approval from the NSTC. Except for application cancellations, all change requests should be submitted before the conference.
(3) If a subsidized case has been approved for cancellation by the NSTC, the same Graduate Student may reapply to the NSTC to attend another international academic conference within the same year.
