一、依國家科學及技術委員會115年5月28日科會產字第1150034596號函辦理。
\r\n二、旨揭要點修正重點如下：
\r\n(一)第五點修正第一項第六款：定明研究倫理審查之相關文件，將其內容區分為二目，第一目為產學計畫涉及人體研究法、醫療法、人類胚胎及胚胎幹細胞研究倫理政策指引等相關者，第二目為涉及個人或群體研究者，並分別定明其繳交之期限。
\r\n(二)第五點新增第一項第七款：定明計畫申請時應檢附研究中性別考量檢核相關文件；現行規定第七款遞移為第八款。
\r\n(三)第十八點增訂第二項後段：「如涉及從事人體研究、人體試驗、人類胚胎及胚胎幹細胞研究者，繳交次年度計畫申請書及當年進度報告時，應一併檢附次年度計畫執行起始日尚在有效期限內之研究倫理審查相關核准文件；繳交時未能一併檢附者，應於次年度計畫執行起始日之當月底前補齊。」。

\r\nSubject: Amendment to the Operational Guidelines for Industry-Academia Collaboration Research Projects Subsidized by the National Science and Technology Council
\r\n
\r\nThis announcement is made in accordance with the National Science and Technology Council (NSTC) official letter No. NSTC-Industry-1150034596 dated May 28, 2026.
\r\n
\r\nThe key amendments to the Directions are summarized as follows:
\r\n(1) Amendment to Subparagraph 6, Paragraph 1 of Article 5:
\r\nThe amendment specifies the required research ethics review documents and categorizes them into two sub-items:
\r\na. Projects involving matters governed by the Human Subjects Research Act, the Medical Care Act, the Ethical Policy Guidelines for Human Embryo and Embryonic Stem Cell Research, and other related regulations.
\r\nb. Projects involving research on individuals or groups.
\r\nThe submission deadlines for the relevant documents are separately prescribed for each category.
\r\n(2) Addition of Subparagraph 7, Paragraph 1 of Article 5:
\r\nApplicants are now required to submit documents related to the Gender Consideration Assessment in Research at the time of application. The current Subparagraph 7 has been renumbered as Subparagraph 8.
\r\n(3) Amendment to Article 18:
\r\nThe following provision has been added to the latter part of Paragraph 2:
\r\n“For projects involving human subjects research, clinical trials, human embryo research, or embryonic stem cell research, applicants shall submit, together with the application for the following year's project and the current year's progress report, valid research ethics approval documents covering the commencement date of the following year's project. If such documents cannot be submitted concurrently, they shall be provided no later than the end of the month in which the following year's project implementation begins.”
