40px;">(一)第5點：定明研究倫理審查之相關文件及研究計畫涉及從事人體研究、人體試驗者，應增填研究中的性別考量檢核表。<br /> (二)第8點：</div> <div class="ed_txt" style="margin-left: 40px;">1.各計畫類型合作企業配合款得編列提供申請機構研究發展經費、先期技轉授權金及合作企業自行研發經費。<br /> 2.明定合作企業提供申請機構研發經費及先期技轉授權應符合之規範，且配合開放配合款得編列先期技轉授權金，增訂至多五年之非專屬授權等規定。<br /> 3.先期技轉授權金及合作企業自行研發經費額度如下：</div> <div class="ed_txt" style="margin-left: 80px;">(1)前瞻技術研發型計畫得編列先期技轉授權金，額度上限為總配合款扣除合作企業自行研發經費後之10%。<br /> (2)產學研發中心型及領先技術發展型計畫得編列先期技轉授權金與企業自行研發經費，其合計額度上限訂為總配合款之20%。</div> <div class="ed_txt" style="margin-left: 40px;">(三)第15點：將先期技轉授權金納入前瞻技術研發型計畫配合款之基準金額範疇，另明定合作企業配合款，得依審查結果彈性調整，惟調整後仍不得低於核定之補助款；此外刪除關於主導企業出資須達配合款半數之限制。<br /> (四)第17點：合作企業之出資若包含先期技轉授權金者，其中涉及先期技轉之研發成果，應依修正後第8點第4款第1目規定辦理，不依本點規定辦理。<br /> Industry–Academia Collaborative Research Projects Subsidized by the National Science and Technology Council<br /> <br /> The key amendments to the aforementioned Guidelines are summarized as follows:<br /> (1) Article 5：<br /> Relevant documents concerning research ethics review are expressly stipulated. In addition, research projects involving human subject research or clinical trials shall complete and submit a Gender Consideration Checklist for Research.<br /> (2) Article 8<br /> For all project categories, the matching funds contributed by collaborating enterprises may include research and development (R&D) funding provided to the applicant institution, upfront technology transfer licensing fees, and the collaborating enterprises’ self-funded R&D expenditures.<br /> The requirements governing enterprise-provided R&D funding and upfront technology transfer licensing fees are expressly stipulated. In response to the inclusion of upfront technology transfer licensing fees as eligible matching funds, provisions have also been added, including the granting of non-exclusive licenses for a period of up to five years.<br /> The limits on upfront technology transfer licensing fees and self-funded R&D expenditures by collaborating enterprises are as follows:<br /> * For Advanced Technology R&D Projects, upfront technology transfer licensing fees may be budgeted, with a maximum amount not exceeding 10% of the total matching funds after deducting the collaborating enterprise’s self-funded R&D expenditures.<br /> ** For Industry-Academia R&D Center Projects and Leading Technology Development Projects, upfront technology transfer licensing fees and self-funded R&D expenditures may be budgeted, with their combined amount capped at 20% of the total matching funds.<br /> (3) Article 15<br /> Upfront technology transfer licensing fees are incorporated into the baseline amount of matching funds for Advanced Technology R&D Projects. In addition, collaborating enterprises’ matching contributions may be adjusted flexibly based on review results; however, the adjusted amount shall not be lower than the approved subsidy. (一)本計畫須由兩院校人員共同提出申請，並具備以下資格：<br /> １、雙方首長指定研究重點項目之相關人員。<br /> ２、專任教師或助理教授級（含）以上之人員。<br /> ３、專任主治醫師、醫事人員或研究人員以上之人員<br /> (二)具下列情形者，不得提出本項補助申請：<br /> １、尚有本項補助之計畫案執行期滿，未辦理結案或未繳交成果報告者。<br /> Projects involving matters governed by the Human Subjects Research Act, the Medical Care Act, the Ethical Policy Guidelines for Human Embryo and Embryonic Stem Cell Research, and other related regulations.<br /> b. Projects involving research on individuals or groups.<br /> The submission deadlines for the relevant documents are separately prescribed for each category.<br /> (2) Addition of Subparagraph 7, Paragraph 1 of Article 5:<br /> Applicants are now required to submit documents related to the Gender Consideration Assessment in Research at the time of application. The key points are summarized as follows:</li> </ul> <ol> <li>(Master’s Students Eligibility: To encourage Master’s students to prioritize attending top-tier or significant conferences recommended by their respective departments/institutes, the eligibility criteria have been revised to include restrictions on conference rankings. The requirement to secure matching funds remains in place, and redundant phrasing has been removed (Amendment to Article 3).</li> <li> Doctoral Students Funding Priority: To reinforce the principle that Doctoral students should first seek funding from the National Science and Technology Council (NSTC) or other external organizations, the guidelines now explicitly state that applicants must have applied for external subsidies before becoming eligible for this grant (Amendment to Article 3).</li> <li> Required Documentation: In alignment with the aforementioned changes, "proof of application for subsidies from the NSTC or other external organizations" is now a mandatory document for submission (Amendment to Article 4).</li> <li>(Subsidy Adjustments & Presentation Formats: Funding amounts for different regions have been readjusted in accordance with the "Amount Table of Foreign Per Diem Allowance of Central Government Agency ." The key amendments are summarized as follows:</li> </ul> <ol> <li class="ed_txt">It is now explicitly stipulated that the applicant must be the actual presenter. Ineligible applicants are also specified. In addition, only one University member may receive a subsidy for the same research output. (Amendment to Article 2)</li> <li class="ed_txt">A new provision stipulates that faculty members and research personnel without NSTC-funded projects shall first apply for and utilize relevant conference subsidies provided by the National Science and Technology Council (NSTC).
