工程與社會學系的 Rider W. Foley 副教授來臺訪問與學術交流。
Foley 教授是當代著名的「負責任創新 (Responsible Innovation)」、區域創新、環境永續、科技治理、等研究領域之領先學者。他的研究著重於探討創新流程及其社會影響,特別是政策與治理與科技發展之互動,以應對迫切的永續挑戰。講座中也邀請陽明交大科技與社會研究所顧彩璇教授、陽明交大科管所陳詩欣教授擔任與談人,講座內容精彩,敬請把握國際跨域學者面對面交流契機。

講座二:A Simple Recipe for Regional Innovation: Reflections on the Pitfalls of Policy Transfer

This talk draws from my recent book, The Myths of Regional Innovation, and explores the propensity for policy transfer and the pitfalls of that strategy. Around the world, civic leaders are lauding the contributions of innovation to economic growth and urban revitalization. Often, world capitals are recognized leaders in innovation, with Singapore, Taipei, and Shenzhen as pertinent examples in East Asia, and Silicon Valley, Boston, and the Research Triangle are often cited as model regions in the United States. Those urban regions, which are prominently featured in the media, play an outsized role in shaping the policies in other cities around the world. Research on regional innovation, starting in the 1980s, sought to distill key factors that contributed to the success (and failure) of cities to thrive. That research was distilled down to a simple recipe and key performance indicators (KPIs) that are being taken up (transferred) by civic leaders in hundreds (if not thousands) of urban regions around the world. Evidence from 144 interviews with civic leaders in three ‘second-tier’ cities in the United States reveals that this overly simplified recipe is leading to unintended outcomes. Large, world capitals and leading regions in innovation have created a parasitic relationship with second-tier cities. The resources, training, intellectual property, and economic potential of small, innovative firms are the lifeblood of Silicon Valley, Berlin, and Barcelona. This research presentation will explore the competitive dynamics between urban regions that can lead to corporate profiteering, brain drain, and wasted investments that exploit the time and resources for the benefit of global leaders of innovation. The talk concludes by offering an alternative strategy to avoid the pitfalls of policy transfer.
