To fulfill the cooperation agreement between National Chengchi University and Taipei National University of the Arts, National Yang Ming Chiao Tung University (hereinafter referred to as the school), these operation directions are formulated according to the academic cooperative method signed by the three universities. 2. Each teaching and administrative unit of the school must hold meetings, based on these directions, with the counterparts of the other two universities to discuss relevant matters and submit them to the relevant meetings for review before implementing them. 3. For programs jointly offered by the school, National Chengchi University and Taipei National University of the Arts, a program committee must be established, with a convener appointed to handle matters like working on cooperative courses. In addition, cooperation measures should be formulated as needed and carried out after being approved by the Academic Affairs Meeting. 4. To promote inter-school cooperation, the school, National Chengchi University and Taipei National University of the Arts should offer “Inter-school Joint Liberal Arts Education Courses,” with the teaching hours and related subsidies set as follows: (1) The teaching hours of the “Inter-school Joint Liberal Arts Education Courses” should be counted according to the principles of calculating the teaching hours of the school's teachers. (2) To encourage the school’s teachers to work with the aforementioned universities to offer liberal arts education courses, subsidies covering the expenses of the courses are provided

National Yang Ming Chiao Tung University Regulations Governing Scholarship for Mainland China Senior High School Students with Outstanding Performance Studying in the Interdisciplinary Program for Und National Yang Ming Chiao Tung University Regulations Governing Scholarship for Mainland China Senior High School Students with Outstanding Performance Studying in the Interdisciplinary Program for Undergraduates 111年7月20日國立陽明交通大學110學年度第1次臨時行政會議通過 Approved at the 1st Special Administrative Affairs Meeting for Academic Year 2021 on July 20, 2022 I. 目的：為提升本校學生競爭力及世界觀，以校外募得款項鼓勵優秀大陸地區高中生至本校就讀，特訂定此辦法。 Purpose: These Regulations have been hereby established to improve the competitiveness and world view of NYCU students and to encourage senior high school students from Mainland China with outstanding performance to study at NYCU with funds raised outside NYCU. II. 適用對象：自111學年度(含)起，凡經大學校院招收大陸地區學生聯合招生委員會分發入學大一大二不分系，或參與修習大一大二不分系一、二年級所有課程的非醫、牙學系大陸地區學生。 Applicable to: All students from Mainland China, other than those of the School of Medicine or the Department of Dentistry, admitted by the University Entrance Committee for Mainland Chinese Students to the Interdisciplinary Program for Undergraduates, or eligible to attend all courses of the Interdisciplinary Program for Undergraduates, from Academic Year 2022 onwards. III. 獎學金由財團法人、企業或個人等捐款來源作為支應，並依當年度經費情形決定次年度頒發名額與金額。 The scholarship shall be funded by donations from corporations, foundations, or individuals; the number of awardees and the amount awarded for next year shall be determined subject to the funding available during the current year. IV. 獎勵期限：自學生註冊入學之月份起，至其畢業離校、轉系、休學或退學之月份止，至多四年。惟延長修業年限期間，不得頒發。 Award period: No more than four years, commencing on the month in which the students are admitted to NYCU upon registration and ending on the month in which they leave NYCU after graduation, transfer to another department, apply for temporary leave, or drop out, provided that no scholarship shall be awarded during their extended period of study, if any. V. 獎學金金額及申請審核： Amount of the scholarship and application for review and approval thereof: (I) 入學後每人每學期至多發給新臺幣十二萬元整。 Upon admission to the program, each student may be awarded no more than NT$120,000 per semester. (II) 申請者應每學期提出申請，經學士班大一大二不分系初核受領資格後，由教務處簽請校長核定。 Applicants shall apply each semester. Upon the preliminary approval of their eligibility by the Interdisciplinary Program for Undergraduates, the Office of Academic Affairs shall request the President of NYCU for sign-off. VI. 申請時間：依當學期公告之日期辦理。 Deadline for application: The date published in the current semester. VII. 申請資料： Documents required for application: (I) 新生：獎學金申請表、本人郵局存摺影本、前一學歷的畢業證書及歷年成績單、當學期選課單。 For new students: The scholarship application form, photocopy of the personal post office passbook, diploma for previous education, past transcripts, and course selection sheet for the current semester. (II) 舊生：獎學金申請表、前一學期含排名之成績單、當學期選課單（分流後免附）。 For current students: The scholarship application form, transcript for the previous semester (including ranking), and course selection sheet for the current semester (not required after they pick their department). VIII. 獎學金終止及取消申請資格原則： Principles for termination of the scholarship and cancellation of eligibility: (I) 未繳納當學期學雜費者，不得受領。 Any eligible students who fail to pay tuition and miscellaneous fees for the current semester cannot receive the scholarship. (II) 學生保留入學資格及休學期間終止頒發已核定之獎學金並取消申請資格。若其後有復學之事實，自復學之該學年度，於指定之申請期間重新提出申請。 The award of any authorized scholarship to an eligible student shall be terminated and the student’s eligibility shall be canceled during their deferred admission and temporary leave, if any. Where any such student decides to resume their schooling, they shall re-apply for the scholarship by the designated deadline in the academic year in which they resume their schooling. (III) 大一大二不分系學生轉系或他系學生退出修習本系課程者，終止頒發已核定之獎學金並取消當學年及之後各學年申請資格；退學者則終止頒發已核定之獎學金。 Where any eligible student attending the Interdisciplinary Program for Undergraduates transfers to another department, or any eligible student from another department withdraws from the courses offered by such Program, the award of any authorized scholarship to such student shall be terminated and their eligibility for the current academic year and each of the following academic years shall be canceled. Where any such student drops out, the award of any authorized scholarship to them shall be terminated. (IV) 學生前一學年學業成績之班級排名未達到前50%者，取消當學年及之後各學年申請資格。如有特殊狀況，並經教務處召開相關會議同意者除外。 Any eligible students whose academic performance for the previous academic year fails to reach the top 50% of their class shall be disqualified from applying for the scholarship for the current academic year and the following academic years, unless obtaining the approval at the related meeting convened by the Office of Academic Affairs. (V) 學生若有不明原因離校時間超過一個月以上者，終止頒發已核定之獎學金並取消當學年及之後各學年申請資格。 Where any eligible student leaves NYCU for more than one month for unknown reasons, the award of any authorized scholarship to such student shall be terminated and their eligibility for the current academic year and each of the following academic years shall be canceled. (VI) 學生如有違反本校校規或行為不當者，經教務處召開相關會議審議，得終止頒發已核定之獎學金並取消當學年及之後各學年申請資格。 Where any eligible student violates any Regulations of NYCU or commits any misconduct, the award of any authorized scholarship to such student shall be terminated and their eligibility for the current academic year and each of the following academic years shall be canceled, upon review by the related meeting convened by the Office of Academic Affairs. IX. 本規定經本校行政會議通過並經校長核定後實施，修正或廢止時亦同。 These Regulations shall be enforced upon approval of the Administrative Affairs Meeting and authorization of the President of NYCU. The same shall apply where these Regulations are amended or abolished.

Independent Admission Regulations for Overseas Chinese Students and Students from Hong Kong and Macau National Yang Ming Chiao Tung University 國立陽明交通大學招收僑生及港澳生來臺就學單獨招生規定 Independent Admission Regulations for Overseas Chinese Students and Students from Hong Kong and Macau National Yang Ming Chiao Tung University 113 學年度招生委員會第 5 次會議通過(113.3.28) Approved in the 5th meeting of the Admissions Committee for the 113 Academic Year (March 28th, 2024) 一、國立陽明交通大學(以下簡稱本校)為辦理僑生及港澳生申請入學招生,特依僑生回國就學及 輔導辦法第六條之一及香港澳門居民來臺就學辦法第八條規定訂定本規定。 National Yang Ming Chiao Tung University (hereinafter referred to as “the University”) has formulated these regulations in accordance with Article 6-1 of the Regulations for Overseas Chinese Students Returning to Taiwan for Studies and Guidance and Article 8 of the Regulations for Hong Kong and Macau Residents Studying in Taiwan in order to handle admissions for overseas Chinese students and students from Hong Kong and Macau. 二、本招生由本校招生委員會秉公開、公正、公平之原則辦理招生事務。本校招生委員會依據本校 招生委員會設置辦法組成。 This admission process is conducted by the University’s Admissions Committee in accordance with the principles of openness, fairness, and impartiality. The Admissions Committee is formed according to the regulations governing the establishment of the University’s Admissions Committee. 三、招生簡章應載明甄選方式、招生系所、修業年限、招生名額、報考資格、報名手續、考試項 目、評分標準、考試日期、考試規則、錄取原則、成績複查、同分參酌順序、名額流用原則、報 到程序、遞補規定、招生紛爭處理程序及其他相關考生權利義務事項,並最遲應於受理報名或申 請前二十日公告。 The admissions brochure should clearly state the selection methods, departments and programs admitting students, duration of study, enrollment quotas, eligibility criteria, registration procedures, examination subjects, scoring criteria, exam dates, exam regulations, acceptance principles, score double-check procedures, procedure for handling applicants with the same scores, quota allocation principles, enrollment procedures, replacement policy, procedures for handling admission disputes, and other relevant rights and obligations of applicants. The admissions brochure should be made available no later than twenty days before the start of registration or application. 四、本校實際招收入學之僑生及港澳生名額,以前一學年度核定招生名額外加百分之十為原則;如申 請招收僑生及港澳生名額超過前一學年度核定招生名額外加百分之十,應提出增量計畫(包括品 質控管策略及配套措施)報教育部核定。 本校於前一學年度核定招生總名額內,如有本國學生未招足之情形,得以僑生及港澳生名額補 足,並應報教育部核定。 The actual quotas for enrolling overseas Chinese students and students from Hong Kong and Macau at the University are based on the principle of the previous academic year’s approved enrollment quotas plus ten percent. If the quotas for enrolling overseas Chinese students and students from Hong Kong and Macau exceed the previous academic year’s approved enrollment quotas plus ten percent, an incremental plan (including quality control strategies and supporting measures) should be submitted to the Ministry of Education for approval. If there are vacancies among domestic students within the approved total enrollment quota for the previous academic year, these vacancies may be filled by overseas Chinese students and students from Hong Kong and Macau, subject to approval by the Ministry of Education. 五、本規定所稱僑生,指海外出生連續居留迄今,或最近連續居留海外六年以上,並取得僑居地永 久或長期居留證件回國就學之華裔學生;港澳生指香港或澳門居民,其取得港澳永久居留資格 證件,且最近連續居留境外六年以上,並符合香港澳門關係條例第四條規定,未持有外國 護照者,得申請入學本校。 The term “overseas Chinese students” in the regulations refers to ethnic Chinese students who are born overseas and have resided continuously abroad until now, or who have resided continuously overseas for at least six years, and have obtained permanent or long-term resident permits in their country of residence and are returning to study in Taiwan. The term “students from Hong Kong and Macau” refers to residents of Hong Kong or Macau who have obtained permanent resident permits in Hong Kong or Macau, have resided continuously abroad for at least six years, and meet the provisions of Article 4 of the “Hong Kong and Macau Relations Ordinance” without any other foreign passports. Applicants with the afro-mentioned status may apply for admission to the University. 前項所稱海外,指大陸地區、香港及澳門以外之國家或地區;所稱境外,指臺灣地區以外之國家 或地區。 The term “overseas” refers to countries or regions outside the mainland China, Hong Kong, and Macau, while “abroad” refers to countries or regions outside the Taiwan region. 第一項僑生連續居留海外之認定,依僑生回國就學及輔導辦法第三條及第四條規定辦理;港澳生 連續居留境外之認定,依香港澳門居民來臺就學辦法第三條及第四條規定辦理。 僑生身分認定,由僑務委員會為之;港澳生身分認定,由教育部為之。 The status of continuous overseas residence for overseas Chinese students is confirmed in accordance with Article 3 and Article 4 of the Regulations for Overseas Chinese Students Returning to Taiwan for Studies and Guidance. The status of continuous residence abroad for students from Hong Kong and Macau is confirmed in accordance with Article 3 and Article 4 of the Regulations for Hong Kong and Macau Residents Studying in Taiwan. The status of overseas Chinese studentsis confirmed by the Overseas Community Affairs Council, while the status of students from Hong Kong and Macau is confirmed by the Ministry of Education. 僑生經輔導來臺就學後,在臺停留未滿二年,因故退學或喪失學籍者,得重新申請來臺就學,並 以一次為限。但僑生經入學學校以操行或學業成績不及格、違反法令或校規情節嚴重致遭退學或 喪失學籍者,不得依本項規定申請入學。 Overseas Chinese students who come to Taiwan for study under guidance, but stay in Taiwan for less than two years and withdraw from school or lose their student status due to unforeseen circumstances, may apply for admission to study in Taiwan again, limited to one time only. However, overseas Chinese students who have been expelled or had their student status revoked by the admitting school due to serious misconduct, failed academic performance, or serious violation of laws or school regulations, may not apply for admission under this provision. 港澳生在臺灣地區就學,因故自願退學,且在臺灣地區居留未滿二年者,得重新申請來臺灣地區 就學,並以一次為限。但經入學學校以操行不及格或因刑事案件經判刑確定致遭退學者,不得 依本項規定申請入學。 Hong Kong and Macau residents studying in Taiwan who voluntarily withdraw from school due to unforeseen circumstances, and have resided in Taiwan for less than two years, may apply for study in Taiwan again, limited to one time only. However, those who have been expelled from school due to misconduct or have been convicted of criminal offenses resulting in a final sentence may not apply for admission under this provision. 本規定招生對象不包含緬甸、泰北地區未立案華文中學畢業僑生。 The students recruited in this Regulation does not include overseas Chinese high-school graduates from unregistered Chinese-medium schools in Myanmar or northern Thailand. 具外國國籍,兼具香港或澳門永久居留資格,未曾在臺設有戶籍,且最近連續居留香港、澳門或 海外六年以上之華裔學生申請入學本校,於相關法律修正施行前,得準用本規定申請入學。 Chinese students with foreign nationality and permanent residence permit in Hong Kong or Macau, who have never had household registration in Taiwan and have continuously resided in Hong Kong, Macau, or overseas for over six years, may apply for admission to the University under this regulation before relevant legal amendments take effect. 第一項所列僑生、港澳生及第八項所列華裔學生,如申請就讀本校醫學、牙醫、中醫學系者,其 連續居留年限為八年以上。 The overseas Chinese, Hong Kong, and Macau students listed in the first item, as well as the Chinese students listed in the eighth item, who apply to study in the Medical, Dental, and Traditional Chinese Medicine Departments of the University, must have resided abroad continuously for more than eight years. 僑生及港澳生不得依本規定申請就讀本校所辦理回流教育之進修碩士在職專班及其他僅於夜間、 例假日授課之班別。 Overseas Chinese students and Hong Kong/Macau students are not allowed to apply, under this Regulation, for admission to the in-service master’s programs for recurrent education and other programs held only at night or on weekends. 六、僑生及港澳生申請入學資格如下: (一)凡高中畢業(含應屆畢業)或具同等學力者,得申請入學本校學士班;凡取得學士學位(含應 屆畢業)或具同等學力者,得申請入學本校碩士班;凡取得碩士學位(含應屆畢業)或具同等 學力者,得申請入學本校博士班。 (二)持同等學力報考者,應符合教育部入學大學同等學力認定標準規定。持境外學歷報考者, 應依大學辦理國外學歷採認辦法、大陸地區學歷採認辦法、香港澳門學歷檢覈及採認辦法 相關規定辦理。 The eligibility for admission of overseas Chinese and Hong Kong/Macau students are as follows: (1) High school graduates (including those graduating in the current year) or those with equivalent qualifications may apply for admission to the undergraduate programs of the University. Those who have obtained a bachelor’s degree (including those graduating in the current year) or possess equivalent qualifications may apply for admission to the master’s programs. Those who have obtained a master’s degree (including those graduating in the current year) or possess equivalent qualifications may apply for admission to the doctoral programs. (2) Applicants with equivalent qualifications must meet the Standards for Recognition of Equivalent Educational Levels for University Admission set by the Ministry of Education. Applicants with overseas qualifications should follow the Regulations Governing the Assessment and Recognition of Foreign Academic Records by Institutions of Higher Education, the Regulations Governing the Assessment and Recognition of Academic Records by Institutions of Higher Education in mainland China, and the Regulations Governing the Examination and Recognition of Academic Records by Institutions of Higher Education in Hong Kong and Macau, as stipulated by the University. 七、符合前點申請資格者,應於規定期間檢具下列表件,逕向本校提出申請: (一)學歷證明文件及成績單:依僑生回國就學及輔導辦法第六條第一項第二款規定及香港澳門居 民來臺就學辦法第七條第二項第二款規定辦理。 (二)符合報考資格規定之身分證明文件:如僑居地永久或長期居留證件、港澳護照或永久居留資格證 件、在境外連續居留之原始證明文件等。 (三)本校招生簡章規定應繳交之其他文件。 所繳證明文件有偽造、冒用或變造等情事者,撤銷其錄取資格;已註冊入學者,撤銷其學籍,且 不發給任何相關學業證明;畢業後始發現者,撤銷其畢業資格,並追繳或註銷其學位證書。 Applicants who meet the qualifications mentioned in Article 6 should submit the following documents to the University within the specified period: 1. Certificates of degree and transcripts: following the procedures in accordance with Article 6, Paragraph 1, Subparagraph 2 of the Regulations for Overseas Chinese Students Returning to Taiwan for Studies and Guidance, and Article 7, Paragraph 2, Subparagraph 2 of the Regulations for Hong Kong and Macao Residents Studying in Taiwan. 2. Proof of identity meeting the qualifications for application: for example, permanent or long-term residence documents in the place of residence abroad, Hong Kong/Macau passports or permanent residence documents, original documents of continuous residence abroad, etc. 3. Other documents required as specified in the University’s admissions brochure. If any submitted documents are found to be forged, impersonated, or altered, the applicant’s admission will be revoked. If the applicant has already enrolled, their enrollment will be cancelled, and no related academic certificates will be issued. If such misconduct is discovered after graduation, their graduation qualification will be revoked, and their degree certificate will be reclaimed and invalidated. 八、本招生辦理期間於每學年第一學期舉行為原則,其招生放榜時程為每年二月二十八日前,錄取 名單應於放榜後一星期內函送海外聯招會。 As a general principle, the admission process is conducted during the first semester of each academic year. The announcement of admission results should be made before February 28th each year, and the list of admitted students should be sent to the University Entrance Committee for Overseas Chinese Students within one week after the announcement. 九、本招生以資料審查方式進行,必要時得採電話或視訊方式;若採電話或視訊方式者,應以錄 音、錄影或詳細文字記錄;文字紀錄應於招生委員會決定錄取名單前完成,對評分成績特優 或特低者,應於評分表件中註明理由。 The admission process is conducted through document review, and if necessary, telephone or video interviews may be conducted. If interviews are conducted via telephone or video, they should be recorded either in audio, video, or detailed textual format. Textual records should be completed before the Admissions Committee finalizes the list of admitted students. Reasons should be noted in the evaluation form for applicants with outstanding or low scores. 十、本招生於放榜前由各招生學系訂定最低錄取標準並經招生委員會審議通過。考生成績在此標 準以上且於招生名額內之考生,列為正取生,其餘之非正取生,得列為備取生。考生成績達最低 錄取標準之人數不足招生名額時,得檢具理由,提送招生委員會核定後,不足額錄取,並 不得列備取生。 Before the admission results are announced, each admitting department shall establish the minimum admission standards, which must be reviewed and approved by the Admissions Committee. Applicants who achieve scores above this standard and fall within the admission quota will be considered admitted students, while the remaining candidates who do not meet this criteria may be placed on a waiting list. If the number of candidates meeting the minimum admission standard is insufficient to fill the admission quota, reasons should be provided and submitted to the Admissions Committee for approval. In such cases, the shortfall will not be filled, and no applicants will be placed on the waiting list. 正取生報到後,如遇缺額,得於招生簡章規定期限前,以備取生遞補至原招生名額數。遞補期 限不得逾本校入學年度當學期行事曆所定上課開始日。 招生簡章中應規定,錄取學生最後一名如有二人以上總成績分數相同及備取生總成績分數相同時, 錄取或遞補正取生缺額之處理方式,依招生簡章所訂同分參酌規定決定錄取順序,不得同分增額 錄取。 Admitted students who fail to register before the deadline specified in the admissions brochure may be replaced by waitlisted students, up to the original number of admission slots. The deadline for replacement should not exceed the start date of classes for the admission semester as defined in the University’s academic calendar. The admissions brochure should specify that in cases where the last candidates have the same total scores, or there are ties among waitlisted candidates, the procedure for filling vacancies for admitted students or waitlisted students should be determined according to the regulations for handling ties as specified in the admissions brochure. No additional slots should be allocated for candidates with tied scores. 本招生須先經僑務委員會認定符合僑生身分或經教育部認定符合港澳生身分並經系所甄審合格 者,提送招生委員會決定錄取名單,再由本校發給錄取生入學許可。 Admissions specified in this Regulation require prior identity recognition by the Overseas Community Affairs Council for overseas Chinese student status or by the Ministry of Education for Hong Kong and Macau student status. After the review process, the list of admitted students should be determined by the departmental selection committee and submitted to the Admissions Committee for approval. The letter of acceptance will then be issued by the University to the admitted students. 十一、僑生及港澳生畢業、退學或休學期滿,且未繼續就學者,中止其身分。但畢業後經本校核轉 教育部核准在我國實習者,最長得延長至畢業後一年,中止其身分。 僑生及港澳生身分經中止者,於繼續升學、轉學或復學後,恢復其身分。 Overseas Chinese students and Hong Kong/Macau students who have graduated, withdrawn, or completed their leave of absence without continuing their studies shall have their student status suspended. However, if they are approved by the University and the Ministry of Education for internship in Taiwan after graduation, the suspension may be postponed for up to one year after graduation. The suspended status of overseas Chinese students and Hong Kong/Macau students shall be reinstated upon their resumption of studies, transfer to another school, or re-enrollment. 十二、本校於每年十一月三十日前,將已註冊入學新生及未報到註冊入學者分別列冊,通報外交部 領事事務局、內政部移民署、僑務委員會及教育部。僑生及港澳生畢業、休學、退學、自行轉 讀或變更、喪失學生身分者,本校應即通報。 Before November 30th each year, the University shall make separate lists of newly registered students and those who have not reported for registration. Such lists will then be reported to the Bureau of Consular Affairs, Ministry of Foreign Affairs, Ministry of the Interior Immigration Agency, the Overseas Community Affairs Council, and the Ministry of Education. The University shall also promptly report to the afro-mentioned units when overseas Chinese students and Hong Kong/Macau students have graduated, suspended their study, withdrawn, transferred or changed programs, or lost their student status. 十三、參與本招生試務工作人員對於試務工作負有保密義務,其迴避原則,準用本校招生作業共同 準則第六條規定。 University staff participating in the examination-related work of this admission process are obligated to maintain confidentiality. The principles of recusal shall be applied in accordance with Article 6 of the University’s Admission Guidelines for admission operations. 十四、考生如對招生事宜有疑義,須於放榜後一星期內向本校招生委員會提出書面申訴,本校招生 委員會應於一個月內正式答復,必要時應組成專案小組公正調查處理,並告知申訴人行政救濟 程序。 If applicants have any doubts regarding the admission matters, they must submit a written appeal to the Admissions Committee of the University within one week after the announcement of the admission results. The Admissions Committee shall formally respond within one month and, if necessary, establish a special task force to conduct a fair investigation and handle the matter. The appellant should be informed of the administrative remedies procedures. 十五、本規定未盡事宜,悉依僑生回國就學及輔導辦法、香港澳門居民來臺就學辦法、大學校院辦 理單獨招收僑生作業注意事項、大學校院辦理單獨招收港澳學生作業注意事項、本校學則暨相 關規定辦理。 Any matters not covered by this Regulation shall be handled in accordance with the Regulations for Overseas Chinese Students Returning to Taiwan for Studies and Guidance, Regulations for Hong Kong and Macao Residents Studying in Taiwan, the Operating Guidelines for Universities and Colleges to Independently Admit Overseas Chinese Students, the Operating Guidelines for Universities and Colleges to Independently Admit Hong Kong and Macau Students, as well as the NYCU Academic Regulations and related provisions. 十六、本規定經本校招生委員會通過,報教育部核定後實施,修正時亦同。 The Regulation, after being approved by the University’s Admissions Committee and ratified by the Ministry of Education, shall be implemented. The same procedure applies

No.: Tai-Jiao-Gao-(IV)-Zi-1100092347) (dated July 9, 2021) 第1條 Article 1 國立陽明交通大學（以下簡稱本校）資訊學院為辦理現役軍人營區在職專班招生（以下簡稱本招生），依據大學法第二十四條及其施行細則第十九條、現役軍人營區在職專班招生辦法第八條訂定本規定。 To organize the admissions of active barracks military personnel to the on-the-job graduate program (the “Admission Program”), the College of Computer Science, National Yang Ming Chiao Tung University (“NYCU”) hereby establishes these Regulations in accordance with Article 24 of the University Act, Article 19 of the Enforcement Rules of the University Act, and Article 8 of the Regulations Governing Admission of Active Barracks Military Personnel to On-The-Job Graduate Programs. 第2條 Article 2 本招生之招生委員會依據本校招生委員會設置辦法組成，並含開設單位（營區）之人事主管為當然委員，秉公開、公正、公平之原則辦理招生事務。 The Admission Committee shall be formed in accordance with NYCU Regulations Governing Establishment of Students Admission Committee, appoint the personnel manager of the organizing unit (i.e., the barracks) as its ex officio member, and organize admissions affairs with the principles of fairness, impartiality, and openness. 第3條 Article 3 招生簡章應載明招生方式、招生系所、修業年限、招生名額、報考資格、報名手續、考試項目、佔分比例（權重）、考試日期、考試規則、錄取方式、評分標準、成績複查、同分參酌比序、報到程序、遞補規則、招生紛爭處理程序及其他相關考生權利義務事項，並最遲應於受理報名前二十日公告。 The admission brochure shall specify the admission measures, admitting departments/institutes, period of studies, admission quota, application qualifications, application procedures, scope of exams, percentage (or weight) of each exam accounting for the final score, exam dates, exam rules, acceptance criteria, scoring standards, application for double-check of scores, procedures for ranking applicants with the same scores, registration procedure, replacement rules, procedures for handling disputes over admission, and other matters related to examinee rights and obligations. The brochure shall be made public at least twenty days before the acceptance of admission applications. 第4條 Article 4 本營區在職專班之招生名額，由國防部會商教育部召開審查會議，以外加名額方式，專案核定。 The admission quota of the on-the-job graduate program in the barracks shall be authorized as an additional quota on a case-by-case basis by the review meeting convened by the Ministry of National Defense in consultation with the Ministry of Education. 如因教學、研究需要，得另行區分組別辦理招生（不含學籍分組），各組招生名額由資訊學院根據核定招生總額範圍內自行合理分配。 Where it is necessary to divide groups separately to carry out admissions (excluding grouping by student status) due to teaching and research needs, the admission quota per group shall be distributed by the College of Computer Science reasonably within the total admission quota as authorized. 第5條 Article 5 本招生報考資格須符合大學法第二十三條第2項、入學大學同等學力認定標準第5條等相關法規，並須為志願役現役軍人身分，且由開設單位（營區）人事部門審核通過，累計工作年資滿二年以上，除現役軍人年資外，若曾任職於公、民營企業或研究單位之職務滿三個月以上得以累計。 The application qualifications for the Admission Program shall comply with Paragraph 2 of Article 23 of the University Act and Article 5 of the Standards for Recognition of Equivalent Educational Levels for University Admission (among others). Applicants shall be part of the active voluntary military service personnel with a seniority of more than two years, subject to the review and approval by the personnel department of the organizing unit (i.e., the barracks); any seniority of more than three months during which they have held any position in a public or private enterprise or research unit may be counted towards such active military service seniority. 持境外學歷報考者，須符合大學辦理國外學歷採認辦法、香港澳門學歷檢覈及採認辦法、大陸地區學歷採認辦法或入學大學同等學力認定標準第九條規定。 For applicants with overseas degree certificates, their diplomas shall comply with the Regulations Governing the Assessment and Recognition of Foreign Academic Records by Institutions of Higher Education, the Regulations Governing the Examination and recognition of Educational Records from Hong Kong and Macao, Regulations Governing the Assessment and Recognition of Academic Credentials for Mainland Area, or Article 9 of the Standards for Recognition of Equivalent Educational Levels for University Admission. 第6條 Article 6 本招生於放榜前訂定最低錄取標準，並經本校招生委員會議通過，考生成績標準以上且於招生名額內之考生，列為正取生，其餘列為備取生。考生成績達最低錄取標準之人數不足招生名額時，得檢具理由，提送本校招生委員會核定後，不足額錄取，並不得列備取生。 The Admission Program shall set the admission threshold, subject to approval at the meeting held by the Admission Committee of NYCU, before the announcement of the list of admitted students. Applicants meeting the threshold and falling within the admission quota shall be admitted as approved students, and the rest of those applicants shall be listed as candidates. When the number of applicants meeting the threshold is fewer than the admission quota, the admitting unit may leave the admission quota unfilled with no candidates upon submission of the relevant reasons to the Admission Committee of NYCU for approval. 正取生報到後，遇有缺額得於本校招生簡章規定期限前，以備取生遞補至原核定招生名額數。遞補期限不得逾本校入學年度當學期行事曆所定上課開始日。 Vacancies, if any, for admitted students after the registration of the approved students shall be filled by candidates until the originally authorized admission quota is reached by the due date specified in the admission brochure of NYCU, which shall not fall on a date later than the first day of class of the semester as specified in the academic calendar of NYCU. 招生簡章中應規定，錄取學生最後一名如有二人以上總成績分數相同及備取生總成績分數相同時，錄取或遞補正取生缺額之處理方式。 The admission brochure shall specify how to deal with situations where only one of two or more applicants with the same total scores in last place may be put on the list of admitted students, and where only one of two or more candidates with the same total scores may be included in the list of admitted students (in case of any vacancy therefor). 本招生須增額錄取者，應提本校招生委員會開會決定，將會議紀錄連同有關證 明文件，依下列規定辦理： Where additional admissions beyond the quota are required, this shall be subject to the resolution adopted at a meeting of the Admission Committee of NYCU, and the meeting minutes and relevant supporting documents shall be handled in the following manner,: I. 屬同分致增額錄取者，應於本校入學年度當學期行事曆所定開始上課日後兩週內報教育部備查。 Cases for additional admissions due to applicants scoring the same shall be reported to the Ministry of Education for reference within two weeks after the start of the current semester of the admission year as specified in the academic calendar. II. 屬本校行政疏失致增額錄取者，應另檢附招生檢討報告，於事實確認後一個月內報教育部核定後始得辦理。 Cases for additional admissions due to administrative negligence shall be submitted to the Ministry of Education, along with an admissions review report, for approval within one month after the fact is confirmed. 錄取名單應提經本校招生委員會審議後正式公告。 The list of admitted students shall be announced officially upon review by the Admission Committee of NYCU. 第7條 Article 7 本招生之錄取生須依本校規定時間至指定地點報到，否則視同放棄錄取資格，由備取生依序遞補。 Admitted students shall complete their registration by being present at such time and in such location as prescribed by NYCU; otherwise, they shall be deemed to waive their admission qualifications and be succeeded by candidates according to their ranking. 錄取生應於當年度入學，不得申請保留入學資格。 Admitted students shall enroll in the program in the current year and may not apply for any deferred admission. 錄取生所繳學、經歷證明文件，如有不實、假借、冒用、偽造、變造或不符合報考資格等情事，並經查證屬實，未入學者取消其錄取資格；已入學者開除學籍亦不發給任何學歷證件；畢業後始發現者，註銷其學位證書。 Where any education and work experience certificates submitted by any admitted students are found and proved to be untrue, borrowed, misused, forged, or fabricated or fail to meet the application qualifications, the admission qualifications of those who have not been admitted shall be canceled, those who have already been admitted shall be expelled without being awarded any academic certificate, and the diploma of those whose certificates are so found after their graduation shall be revoked. 第8條 Article 8 本招生於每學年第二學期採單獨招生方式辦理。 The Admission Program shall be carried out independently in the second semester of each academic year. 本招生考試項目得採筆試、面試、書面審查、術科或實作等方式進行，各項目評分方式及佔成績比例應載明於招生簡章中。 The admission exam may be conducted in the form of written exams, interviews, document reviews, skill tests, or practical tests. The regulations governing the establishment of the Admission Committee shall be formulated separately. 第3條 Article 3 招生簡章應詳列招生學系、運動項目、招生名額、報考資格、考試項目、考試日期、報名手續、甄選方式、術科項目檢定測驗辦法、評分標準、錄取方式、同分參酌順序、成績複查、報到事項、遞補規定、招生紛爭處理程序及其他相關規定，並最遲應於受理報名前二十天公告。 The admission brochure shall specify the admitting departments, sports disciplines, admission quota, application qualifications, scope of exams, exam dates, application procedures, screening criteria, skill test rules, scoring standards, acceptance criteria, procedures for ranking applicants with the same scores, application for double-check of scores, registration procedure, replacement rules, procedures for handling disputes over admission, and other related requirements. II. 曾代表國家參加國際層級之運動競賽，並持有證明者。 Having participated in international sports games on behalf of Taiwan, as proven by related certificates. III. 曾參加全國運動會、全民運動會、全國中等學校運動會、全國原住民族運動會、全國身心障礙國民運動會，並持有證明者。 Having participated in National Games, Citizens Sports Games, National High School Games, National Indigenous Games, or National Para Games, as proven by related certificates. IV. 曾參加經教育部體育署核定之運動聯賽、全國單項運動協會舉辦之全國性單項運動錦標賽，並持有證明者。 Having participated in sports leagues approved by the Sports Administration of the Ministry of Education and national sports championships organized by the National Single Sports Association, as proven by related certificates. V. 曾任高中職學校運動代表隊一年以上，且曾參加縣市級以上運動競賽，並持有證明、參賽紀錄者。 Having been enrolled in the sports team of any high (or vocational high) school for more than one year, and participated in sports games at the level of county or city or above, as proven by related certificates and participation records. VI. 高級中等學校體育班畢業生，並持有證明者。 Graduates of senior high school sports talent classes, as proven by related certificates. 第5條 Article 5 本招生之招生名額由各學系提供，依教育部核定名額辦理，其招生名額應納入本校當學年度教育部核定招生名額總量內。 The admission quota for the Admission Program shall be proposed by each department and determined subject to the quota authorized by the Ministry of Education. The admission quota shall be included in the total admission quota authorized by the Ministry of Education for the current academic year of NYCU. 術科檢定項目及各運動項目招生名額，得由運動績優學生招生甄審委員小組議決，並提本會報告備查。 The admission quota for the skill tests and each of the sports disciplines may be determined and resolved by the Excellent Student Athletes Admission Screening and Review Committee Panel and shall be reported to the Admission Committee for future reference. 本招生報到後之缺額回流至各學系當學年度大學考試分發入學招生使用。錄取生報到後，不得報考當學年度大學考試分發入學招生，否則一經查明，即取消錄取 資格。 The unfilled quota after students have registered for the Admission Program shall be transferred to that of the relevant department via Admission through Distribution through the college entrance exam for the current academic year. Upon registration, admitted students shall not apply for Admission through Distribution through the college entrance exam for the current academic year. If they do so, their qualifications for the Admission Program will be canceled immediately. 第6條 Article 6 招生入學考試： Admission entrance exam: I. 採考生繳驗大學入學考試中心學科能力測驗成績及其他相關證明文件，經資格審查小組依各系訂定學科能力要求標準進行學科能力之考核。通過學科能力考核者，方通知參加術科考試。 Subject to the GSAT results and other relevant supporting documents submitted by the applicants, the qualification review panel shall conduct a performance appraisal of their scholastic abilities based on the GSAT threshold set forth by each department. Only those passing the subject aptitude test will be notified to attend the skill test. II. 術科考試由術科能力檢定小組為之。術科能力檢定辦法由體育室訂定，經招生委員會通過後列入招生簡章。 The skill test task force shall perform the skill tests. The regulations governing skill tests shall be established by the Office of Physical Education and included in the admission brochure upon approval of the Admission Committee. 第7條 Article 7 錄取原則： Acceptance Criteria: I. 本會應於放榜前訂定各系別之最低錄取標準，未達最低錄取標準，雖有名額不予錄取。 The Admission Committee shall set forth the admission threshold for each department before the list of admitted students is announced. None of the applicants failing to meet the threshold will be admitted, even if the number of admitted applicants does not reach the admission quota of a department. 錄取採登記分發方式進行，登記分發依據各項目術科成績之高低順序；涉不同項目考生選系之優先權時，以學科能力排序優者為先。在學系及術科檢定運動項目招生名額內獲登記分發者為正取生。 Admissions by registration and distribution shall be adopted based on the ranking of the grades for each of the skill tests. In the case of the selection of departments by different applicants, those with better GSAT rankings shall be given priority. Those who are registered and distributed within the admission quota for the sports disciplines required by the department and skill tests shall be considered approved students. 報到後若有缺額，並得辦理改補分發。 Where any unfilled quota remains upon registration, the same may be filled through re-distribution admissions. 改補分發之期限不得逾本校入學年度當學期行事曆所定開始上課日。 Re-distribution admissions shall not be available after the first day of class of the semester as stipulated in the academic calendar of NYCU. 相關規定明列於招生簡章中。 The relevant requirements shall be expressly outlined in the admission brochure. III. 同分參酌原則明列於招生簡章。 The procedure for handling applicants with the same scores shall be expressly outlined in the admission brochure. IV. 本招生錄取名單，經本會確認後正式公告。 The list of admitted students shall be announced officially upon confirmation by the Admission Committee. 第8條 Article 8 本招生遇有特殊情形須增額錄取者，應由本會決議之，並將會議紀錄連同有關證明文件，依下列規定辦理： When a special situation requires additional admissions beyond the quota, this shall be subject to the resolution adopted at a meeting of the Admission Committee, and the meeting minutes and relevant supporting documents shall be handled in the following manner: I. 屬同分致須增額錄取者，應於本校入學年度當學期行事曆所定開始上課日後兩週內報教育部備查。 Cases for additional admissions due to applicants scoring the same shall be reported to the Ministry of Education for reference within two weeks after the start of the current semester of the admission year, as specified in the academic calendar. II. 屬行政疏失致須增額錄取者，應另檢附招生檢討報告，於事實確認後一個月內報教育部核定後始得辦理。 Cases for additional admissions due to administrative negligence shall be submitted to the Ministry of Education, along with an admission review report, for approval within one month after the fact is confirmed. 第9條 Article 9 術科運動項目檢定，其過程應以錄音、錄影或詳細文字紀錄。文字紀錄應於本會決定錄取名單前完成，對評分成績特優或特低者，應於評分表件中註明理由。 The skill tests for the sports disciplines shall be recorded in audio or video or detailed in writing; the written records thereof must be completed before the Admission Committee decides the list of admitted students. Reasons for any particularly high or low scores shall be specified in the scoring form. 所有應試評分資料須妥予保存一年。但依規定提起申訴者，應保存至申訴程序結束或行政救濟程序結束為止。 Applicants’ scoring documentation shall be kept for one year. When an applicant files a complaint against the evaluation results in accordance with relevant regulations, the corresponding documentation shall be retained until the end of the complaining procedure or the finalization of the administrative remedial procedure. 第10條 Article 10 本校辦理試務工作時，均應妥慎規劃處理，各試務人員對於試務工作負有保密義務。參與試務人員之迴避原則，準用本校招生作業共同準則第6條規定。 When conducting exam affairs, NYCU shall handle and plan the affairs with due diligence. Article 6 of the NYCU's Admission Guidelines shall apply mutatis mutandis to exam staff participating in exam affairs, who shall recuse themselves pursuant thereto. 第11條 Article 11 招生糾紛及考生申訴事件由本會試務組提請本會議討論裁決之，考生如對招生事宜有疑義，須於放榜後一星期內向本會提出書面申訴，本會應於一個月內正式答復，必要時應組成專案小組公正調查處理，並告知申訴人行政救濟程序。 Any dispute over the Admission Program and complaints filed by any applicant shall be submitted by the exam affairs task force of the Admission Committee to the Admission Committee for resolution. Such brochure shall be made public at least twenty days before the acceptance of admission applications. 第四條 Article 4 本校與台灣聯合大學系統於暑假辦理轉學生聯合招生，另本校得以在寒假及暑假自行辦理轉學招生，但一年級及應屆畢（結）業年級不得招收轉學生。 NYCU and the University System of Taiwan will engage in the joint admission of transfer students during summer vacations. Meanwhile, NYCU may engage in transfer student admissions independently during winter and summer vacations, but transfer students shall not be admitted to NYCU as freshmen or seniors in the admitting departments. 前項轉學生聯合招生依「台灣聯合大學系統學士班轉學生招生規定」辦理。 The joint admission of transfer students referred to in the preceding paragraph shall be handled in accordance with the “University System of Taiwan Regulations Governing Admission of Transfer Students.” 第五條 Article 5 轉學之招生名額規劃，應依下列規定辦理： Transfer students' admission quota shall be planned in the following manner: I. 各學系轉學招生名額，以各學系(不包括停招學系）招生、退學所生之缺額為限，不含保留入學資格、休學或外加名額造成之缺額。 The transfer students' admission quota of each department (excluding those whose admission has been suspended) shall be limited to the unfilled quota arising from admissions or dropouts, exclusive of those caused by retention of admission qualifications, temporary leave, or additional quota. II. 各學系名額不得流用至涉及師資培育、醫學與其他政府部門訂有人力管控之學系。 The admission quota applicable to each department shall not be transferred to teachers’ training programs, medicine, or other departments under human resources control by government ministries. III. 辦理轉學招生後，各年級名額內學生總數不得超過各該學年度原核定之新生總數，且每班名額依專科以上學校總量發展規模與資源條件標準規定辦理。 After the transfer students' admission, the total number of students of all grades shall not exceed the total number of new students originally approved for that academic year. The admission quota per class shall be determined by the requirements stated in the Standards for Student Admission Quotas and Resources at Institutions of Higher Education. IV. 各學系實際錄取名額得以當年度考試舉行當日公告之各學系缺額為準；公告之名額總數，不得低於簡章原定轉學名額數，並應於招生簡章中附註說明之。 The actual admission quota for each department shall be determined subject to the unfilled number of students of the department published on the date when the exam is held in the current year. The published total quota shall be no less than the transfer student quota outlined in the admission brochure and shall be explained in the notes contained therein. 第六條 Article 6 具下列資格之一者，得以同等學力報考大學學士班轉學考試，轉入二年級或三年級： A student who satisfies any of the following eligibility criteria shall be considered to have equivalent scholastic ability and may take an examination to transfer into NYCU as a sophomore or a junior, as appropriate: I. 學士班肄業學生有下列情形之一，持有修業證明書、轉學證明書或休學證明書，並檢附歷年成績單： A student has not completed undergraduate courses but meets one of the following requirements, with a certificate of attendance, transfer certificate, or certification of leave of absence from study, as well as a transcript of their results for all academic years: (I) 修業累計滿二個學期以上者，得轉入二年級上學期。 A transfer student whose completed studies add up to two or more semesters may transfer into the first semester of the second year of study. III. 專科學校學生有下列情形之一： A junior college student meets one of the following requirements: (I) 取得專科學校畢業證書或專修科畢業。 The student has been awarded a junior college diploma or graduated from a vocational training program; or (II) 修滿規定修業年限之肄業學生，持有修業證明書、轉學證明書或休學證明書，並檢附歷年成績單。 The student studied for the prescribed number of years but did not complete the prescribed program, with a certificate of attendance, transfer certificate, or certification of leave of absence from study, as well as a transcript of their results for all academic years. Where they fail to declare their waiver of admission qualifications to NYCU, they shall not participate in the Multi-Star Project, Admission by Application, Admission by Distribution, Joint Recommendation and Screening-based Admission in Multi-Star Project, Joint Special Talent Admission for Universities of Technology and Two-Year Technical Programs, Joint Admission of Universities of Technology-Day School, Joint Admission by Recommendation to Universities of Technology-Day School for Technical Excellence, Admission by Recommendation to Universities of Technology and Two-Year Technical Programs for Technical Excellence, Admission by Screening for Technical Excellence, Admission by Screening, and Joint Application-based Admission for Day School. Admitted students shall register for only one of the departments and refrain from registering for multiple departments. Any student who registers for multiple departments will be disqualified from admission to all of the departments. 第9條 Article 9 錄取生所繳學、經歷證件，如有偽造、變造、假借、冒用、不實或不符報考資格等情事，並經查證屬實，未入學者取消其錄取資格；已入學者開除學籍亦不發給任何學歷證件；畢業後始發現者，註銷其學位證書。 Where the education and work experience certificates submitted by admitted students are found and proved to be forged, fabricated, borrowed, misused, untrue, or incompliant with the application qualifications, the admission qualifications of those who have not been admitted shall be canceled; those who have already been admitted shall be expelled, and no academic certificate will be awarded to them; and the diploma of those who are so found after graduation shall be revoked. 第10條 Article 10 參與試務人員對於試務工作應妥慎辦理，並負有保密義務。 Exam staff participating in admission affairs shall deal with exam affairs with due diligence and be bound by the duty of confidentiality. 參與試務人員若本人本人或其配偶、前配偶、四親等內之血親或三親等內之姻親或曾有此關係者如參加當年度考試，應主動迴避參與此關係者如參加當年度考試，應主動迴避命題、閱卷、口試及審查工作。 Where any exam staff member, or their spouse, ex-husband or ex-wife, or any of their relatives by blood within the 4th degree of kinship or relatives by marriage within the 3rd degree of kinship, or any person previously having such relationship with them takes part in the exam for the current year, such staff member shall voluntarily recuse themself from the question creation, exam grading, oral tests, and exam review. 第11條 Article 11 所有應試評分資料須妥予保存一年，但依規定提起申訴者，應保存至申訴程序結束或行政救濟程序確定終結時為止。 Applicants’ scoring documentation shall be kept for one year. When an applicant files a complaint against the scoring results in accordance with relevant regulations, the corresponding documentation shall be retained until the end of the complaining procedure or the finalization of the administrative remedial procedure. 第12條 Article 12 招生糾紛及考生申訴事件由招生委員會試務組提請本會會議討論裁決之，考生如對招生事宜有疑義，須於放榜後一星期內向本會提出書面申訴，本會應於一個月內正式答復，必要時應組成專案小組公正調查處理，並告知申訴人行政救濟程序。 Any dispute over admissions and complaints filed by any applicant shall be submitted by the exam affairs task force of the Admission Committee to a meeting held by the Admission Committee for resolution. Applicants having doubts about the admission results shall file a complaint in writing with the Admission Committee within one week of the announcement of the list of admitted students.
